The transition period in China’s education system can be characterized by the following slogan: “On the way to modernization, world and future”. Indeed, systemic reforms pave the way in which the state’s policy is playing a guiding role and schools and universities a leading role in the gradual search for special Chinese ways of education development. The focus of the article is mainly on the types of education in China and the conditions for obtaining education (preschool, primary, secondary, upper secondary and postgraduate education). Besides, it is crucial to consider the structure of vocational education, which is implemented in the following types: primary, secondary, higher vocational education and vocational training. Moreover, the article describes the features and forms of education for children with special needs as an important part of general education. Emphasis is placed on the level and conditions of higher and postgraduate education in China (bachelor’s, master’s, doctoral degrees). It must be noted that the article highlights several specialized projects and comprehensive plans in the field of education aimed at reforming and improving the status of education, including “Project No 211” and “Project No 985”. It also outlines the main milestones of “The Implementation Plan” and “The Plan until the Year of 2035”, as well as the measures taken to realize many other goals despite the COVID-19 pandemic. Particular attention is paid to the support provided by the Chinese government to the education system during the COVID-19 pandemic. It has affected all its levels to not allow the educational process to become radically different and manage to strengthen in the global crisis. These countries set a number of requirements to higher educational establishments that have professionally oriented programmes for such specialists and are almost similar in majority of the countries. It has been revealed that the content of studies is oriented on current demands of the labor market and personal needs of future physical culture teachers. Forms of organization of undergraduate courses for future physical culture teachers (lectures, seminars, practical classes, individual and group projects, individual work) have been analyzed. Undergraduate courses in Poland have been analyzed. They are oriented on search of new educational training programs that would correspond to changes on national, regional, and global educational services markets and labor markets. It has been revealed that educational system in Poland includes state and private educational establishments. The research showed that the system of higher education in Poland is regulated by state legislative acts. It has been revealed that all higher educational establishments in Germany are divided into the following groups: universities, higher vocational schools giving specialized vocational training, higher educational schools (colleges) of arts and music. The research showed that each of federal lands has certain autonomy and can independently regulate educational policy and term of educational reforms implementation. It has been revealed that demands are made to teachers, namely to professional competence, knowledge, professional ability, preparedness, and skills needed for teachers to be able to solve certain educational problems. Studies consist of compulsory and elective modules. French system of education that has vivid national specifics has been analyzed in the article. It has been revealed that France has its own system of diplomas and academic degrees. It has been described that in France, university training of specialists in physical education and sport focuses on combination of fundamental theoretical education and professional practice. The author tackles present-day requirements to professional activity of teachers and professional training of future physical culture teachers in Ukraine. This paper discuss and compares several types of reflectometry methods as time domain reflectometry (TDR), frequency domain reflectometry (FDR), mixed signal reflectometry (MSR), sequence time domain retlectometry (STDR), spread spectrum time domain reflectometry (SSTDR) in terms of their accuracy, convenience, cost, size, and ease of use. Common problems of TDR are the inability to see small reflections and errors in the velocity of propagation are sources of errors. Other sources of errors in TDR are hardware errors – classical measurement error, where some variation in measurements is seen, even without making any changes to the wire under test, its connection. TDR is a most hardest in hardware realization because required highquality generator with precise stability of width and amplitude of pulses. FDR require lowfrequency generator with sinusoidal waveform, but require large memory area to store data from measuring process. All existing FDR methods do not allow eliminating "blind spots" at all. As a result, advantages and limitations of each method are outlined and evaluated for cables. The results in this paper can be extrapolated to other types of wire and cable systems.Документ A criterion of aggregating expert estimations into consensus pairwise comparison matrix by a given comparison scale within the corresponding space of positive inverse-symmetric matrices(Хмельницький національний університет, 2016) Romanuke, V.V.; Романюк, В.В.An approach of aggregating expert estimations into consensus pairwise comparison matrix is suggested. The aggregation criterion is minimization of the weighted distance between the consensus pairwise comparison matrix and pairwise comparison matrices of experts. The matrix distance is Euclidean-based metric in the space of all positive inversesymmetric matrices whose subset is the space of all pairwise comparison matrices. The consensus is found slightly simpler for experts with identical competences. Expert estimations are treated consistent if they do not differ badly. For checking consistency or concordance of expert estimations, two inequalities are controlled. The first inequality addresses maximal distance among weighted pairwise comparison matrices of experts. The second one addresses maximal difference among entries of these matrices. For experts with identical competences, the two inequalities are stated simpler, without weighting. The suggested approach is applicable, regardless the comparison scale, for solving hierarchical multicriteria problems by finite number of alternatives.Документ A flat contact problem the interaction two prestressed stripes with an infinite stringer(Khmelnytskyi National University, 2019) Dikhtyaruk, N.N.; Poplavskaya, E.A.The article is devoted to the research of problems of contact interaction of infinite elastic stringer with two identical clamped along one edge of pre-stressed strips. In general, the research was carried out for the theory of great initial and different variants of the theory of small initial deformations within the framework of linearized theory of elasticity with the elastic potential having arbitrary structure. The integral integer-differential equations are obtained using the integral Fourier transform. Their solution is represented in the form of quasiregular infinite systems of algebraic equations. In the article alsaw was investigated the influence of the initial (residual) stresses in strips on the law of distribution of contact stresses along the line of contact with an infinite stringer. The system is solved in a closed forms using transformation of Fourier. Expressions of stresses are represented by Fourier integrals with a simple enough structure. Influence of initial stress on the distribution of contact stresses is study and discovered the mechanical effects under the influence of concentrated loads.Документ A flipped learning approach in teaching English as a major discipline(2019) Мартинюк, Олена Володимирівна; Martynyuk, O.The paper deals with the flipped learning approach according to which the usual process of in-class learning is inverted. Hence, students study the material before attending classes and at classes they try to get deeper understanding of the topics by discussing them with their groupmates and performing problem-solving activities that are encouraged and monitored by teachers. After classes, students are involved in the reflection upon the feedback they were provided in order to use it extending their learning. The paper aims to forecast likely scenarios for enhancing energy security, identify major priorities and discover new ways to ensure energy efficiency at enterprises. The paper employs the following research methods: synthesis and analysis – to identify the essence and value of scenario modelling; theoretical generalization – to determine the main components of energy security at enterprises; classification – to study the impact of each component of energy security at enterprises on the choice of optimal scenario development; logical generalization – to justify the relevance, aim and objectives of the research; the method of rising from the abstract to the concrete – to develop and substantiate forecast trends in the changes of energy security level. However, few studies have examined ways to improve the discovery phase of an information technology project through modifying use case diagrams. In this work, a mental model approach is suggested to integrate a visualization stage into the discovery phase by creating a conceptual mental model before constructing the use case diagram. Structuring a mental model from the users’ perspective improves junior analysts’ ability to capture, analyze, and define functional system requirements. In order to conduct a study on the effectiveness of the use of self-organized distributed systems, anomalies in computer systems were identified in relation to the evaluation criteria. Determining the specifics of the application of the system also affects the choice of criteria for evaluating effectiveness. The method of determining the effectiveness of the proposed solutions for the developed self-organized distributed system for detecting anomalies in computer systems has been developed. Software has been developed to ensure the functioning of a self-organized distributed anomaly detection system in computer systems to confirm the feasibility of the proposed solutions. Number of additional passes of training sets is limited. The views of scholars on the definition of the “information- educational environment of higher educational institutions” are analyzed. The information-educational environment of Khmelnytskyi National University is described and the peculiarities of the future foreign language teachers training in the conditions of the information-educational environment of higher educational institutions are revealed. It is proved that the information-educational environment has considerable potential for improving the quality of education of the future foreign language teachers. It promotes students’ awareness of the specifics of their future professional activities, develops personal and professional qualities necessary for their future career; gives the possibility to construct individual educational paths and develop students’ creative abilities. A model of the future foreign language teachers training system in the conditions of the information- educational environment of higher educational institutions is theoretically grounded. The model contains the following blocks: target; theoretical and methodological; content and technological; control-productive. The target block of the model reveals the purpose of training and social requirements for a competitive future foreign language teacher. The target block generates other elements of the model necessary to achieve the expected result. The theoretical and methodological block includes the fundamentals of the concept of the future foreign language teachers training for professional activities; methodological approaches, didactic and specific principles. The content and technological block contains organizational and pedagogical conditions describing the main methods and forms of professional training, means and technologies for its implementation. The educational content of the model includes: compulsory and elective courses of the curriculum and practical training sessions aimed at the professional training of the future foreign language teachers. The other element of the model is the identification of stages of its implementation: theoretical and practical, correction and stabilization, reflexive and fixing. The subject of the research in the article is a multi-criteria approach to the selection of telecommunication network components. This approach is related to the evaluation of possible options based on a set of indicators. The set of such indicators is determined by the specifics of a telecommunication network. One of the most dominant devices in telecommunication (mobile) systems is speech codecs. When choosing the appropriate codec configuration, there is a need to make a decision considering a set of contradicting criteria. The use of MCDM (Multiple Criteria Decision Making) methods when making decisions is a promising approach to solving such problems. The current article increases the efficiency of the multi-criteria approach to decision-making in the process of selecting telecommunication network components, in particular, a speech codec. The following methods were used: MARCOS (Measurement Alternatives and Ranking according to COmpromise Solution), entropy, CRITIC (Criteria Importance Through Inter-criteria Correlation) and BWM (Best–Worst method). The following results were obtained. Determining the weight of the criteria by which alternatives are evaluated is one of the key problems that arise when making multi-criteria decisions. Objective methods of entropy, CRITIC, and subjective BWM methods were used to find weighting factors of criteria. Different methods of determining the weights of the criteria give different values. The use of the combined BWM-CRITIC method is proposed, which balances the subjective opinions of experts and assessments made solely based on the decision matrix data. The values of the correlation coefficients showed a close relationship between the weights of the criteria determined by different methods. However, the strongest connection with other methods was shown by the combined BWM-CRITIC method. The MARCOS method was used to rank the alternatives and select the best alternative. A ranking of the set of speech codecs is obtained, which allows for determining the best alternative Conclusion. A comprehensive approach to the telecommunication network component selection is proposed, namely the multi-criteria BWM-CRITIC-MARCOS model, based on a combination of MCDM methods. However, these tools have been criticized for being a “black box” and lacking transparency. Therefore, in this paper, we propose a new approach to making the classification results obtained by deep learning more comprehensible. We suggest forming a vector of features based on ECG signals that correspond to specific heart conditions. This vector includes measurable characteristics of the cardiac cycle, such as wave durations and amplitudes, which are typical and understandable to healthcare professionals. This feature vector serves as input data for a deep neural network that acts as a feature encoder and classifier. Our computational experiments with the handcrafted feature vector achieved an average accuracy of 98.69%, comparable to other deep learning tools based on the complete cardiac cycle. The results of this study suggest that future research should focus on developing interpretable deep learning tools that are transparent and comprehensible to healthcare professionals.Документ A Novel Method for Determining Weighting Coefficients in the Block Convolution Model of the Managerial Decisions Effectiveness Comprehensive Assessment(2023) Hryhoruk, Pavlo; Khrushch, Nila; Grygoruk, SvitlanaThe development of effective managerial decisions is the most crucial stage in management activities, a necessary condition for ensuring the competitiveness of a business entity. The complexity and high dynamism of the market environment make it essential to consider a large number of partial criteria when choosing the most effective alternative. The analysis of modern studies showed that despite many different approaches to evaluating alternatives, they are mainly based on aggregating initial criteria. Such a procedure can be carried out by applying the technology of comprehensive index assessment. A large number of partial criteria complicates the procedure for constructing a comprehensive index, makes it cumbersome, reduces its informativeness and discriminating ability, and negatively affects the significance of the weighting coefficients. To eliminate these shortcomings, the article considers the procedure of block convolution, in which the initial criteria are first divided into groups according to specific rules. A partial comprehensive index is constructed for each group. At the next stage, they are integrated into a comprehensive index of the effectiveness of alternatives by weighted convolution. For the case of two partial comprehensive indexes, a method of dynamic weighting coefficients has been developed to evaluate each component's importance in their convolution. Its feature is the consideration of a more significant partial comprehensive indicator obtained at the first stage of convolution, which allows for reducing the compensatory influence of another one. For the interpretation of alternatives' evaluation results and the selection of the most suitable as a managerial decision, it is proposed to use the Harrington scale. The integral Fourier transform is used to construct an influence function for an infinite strip with one face fixed. A unit concentrated force is applied to the strip at an arbitrary angle. The contact problem on force transfer from a thin infinite stringer to the prestressed strip is solved. The problem is mathematically formulated as a system of integro-differential equations for the unknown contact stresses on the assumption that the beam bending model and the uniaxial stress model are valid for the stringer, which is subjected to both vertical and horizontal forces. This system is solved in a closed form using the integral Fourier transform. The contact stresses are expressed in terms of Fourier integrals in a quite simple form. It needs to ensure the high accuracy of the recognition result and the correct, complete definition of an image. Further calculation of the number of such objects is required. Moreover, it is essential to ensure detection functions inside such a self-organized system in case of classifying input data. In this work, we propose a novel self-organized automated system in which one or several UAVs are controlled and monitored to acquire images of detected objects, considering one object at a time. The outcome of this study serves as the basis for the creation of new means that can launch and monitor unmanned aerial vehicles over subsets of the studied space area according to the given initial data. The architecture designed in this way allows for achieving the appropriate level of organization when determining the next steps in functioning subsystems and components. The necessity to elaborate a syllabus for Academic English discipline being taught throughout all the course of study has been substantiated. Educational programs of Academic English in a number of foreign educational establishments of Great Britain, the USA, Canada and Australia have been analyzed and their defining features have been outlined. Strategies and conditions for effective teaching of Academic English have been characterized. It has been defined that in general, in spite of slight differences in the topics covered by different EAP programs, all of them are aimed at: developing strategies and vocabulary for reading and understanding academic texts; finding, understanding, describing and evaluating information for academic purposes; developing active listening and effective note-taking skills; building on language skills to describe problems and cause-and-effect; gathering a range of information, using the skills learned, to integrate it into a written report; engaging in peer-to-peer feedback before finalising one’s piece of academic work. Requirements for students’ achievements at the end of the course have been determined. As a basis for Academic English syllabus elaboration has been chosen a course by M. Hewings and C. Thaine (upper-intermediate and advanced levels). On its basis we have defined units to be covered by the course as well as skills to be developed. Range of wear states is presumed to be wholly sampled into those factors. The tracker is a static model based on boosting mini-ensemble of three twolayer perceptrons with nonlinear transfer functions. It regards statistical data inaccuracies and shifts. For making the ensemble, the AdaBoost technique is used. A distinction of the presented method of boosting from the AdaBoost is in the rule for finding the decreasing coefficient in order to re-distribute weights over training samples. Another one is that the ensemble is aggregated at once. The averaged gain of the boosting mini-ensemble in tracking 24 wear states with 16 influencing factors exceeds 50 %. First solder joint strength research was conducted by static mechanical tensile tests. The batch of solder joints were tested in three equal groups: solder joints, which had no defects; solder joints, which had “cold solder” defect; solder joints, which had “low solder adhesion” defect. The load was applied with the constant speed. During the test the following acoustic emission parameters were recorded: amplitude; activity; total count in order to assess acoustic emission parameters against types of defects and find their possible correlation. Strength diagnostics conducted for solder joints performed by throughhole technology on printed circuit boards by using methods of mechanical tests with simultaneous monitoring both mechanical characteristics and acoustic emission parameters allowed to find the relationship between parameters of acoustic emission and such defects of solder joints as “cold joint” and “low solder adhesion”. The pure bending technique has been developed to perform flexure tests on printed circuit boards, which provides equal testing stress condition over the printed circuit board and allows to estimate maximal acceptable load for nondestructive tests. The testing was considered to conduct in multiple load and unload cycles. The tests were conducted for the batch of double sided fiberglass foil laminated printed circuit boards, which were prepared and sorted into three equal groups by defects embedded into their solder joints. Acoustic emission data analysis indicated total count as the most informative parameter to correlate with various types of solder joint defects.
