An algorithm for calculation of the competitiveness index, which allows assessing qualitatively the advantages and disadvantages of a particular territorial system and affects its development in the future, has been described. A method of calculation the competitiveness index, consisting of five stages, has been developed. It allows a real-time assessment of effectiveness of a territorial system.
