Investigate its historical Genesis in the context of transition from a command economy to a market economy. The necessity of optimization of social system support to execute tasks on reforming of economy of Ukraine in accordance with the needs of today. Thus, the social security system of the population is a system of social relations, designed to meet the material needs of individuals from special funds through individual form of distribution, instead of a remuneration or as a Supplement to it in the cases provided for by law, subject to the seniority of the citizens or social factors or without regard to these circumstances.
