Modern tendencies are certain at the market of power resources. Essence of concept "threat" is identified and classification of threats to power safety of Ukraine is carried out. It is discovered that essence of threats opens up by the far of terms: situation, aggregate of terms and factors, process, event. Dividing of threats is carried out into internal and external.
