Study on the methods of decisionmaking under multipurposes terms allows to recommend the hierarchy analysis method (HAM) as one of the most effective tools for reducing uncertainty of system goals. Hierarchy analysis method combines mathematical simplicity with the abilities for reducing bias in the alternative criterions formulation, minimizing conflicts between these criterions, quantitative formalization of qualitative indicators and fuzzy estimations.
