This paper explores the essential design characteristics required to develop high-quality EERs that align with modern pedagogical paradigms based on human-centered and competence-based approaches. It emphasizes the integration of interactive and problem-based learning methodologies, highlighting key requirements such as multimedia integration, interactivity, accessibility, clarity, and age-appropriateness. Additionally, it addresses specific considerations for mobile learning environments, including micro-learning, gamification, and ergonomic interface design.
