Changing the principles of the national economy, the creation of enterprises based on various forms of ownership, a competitive environment under the conditions of the opening of European and world markets requires new technologies and restructuring of the organizational structure engineering industry. Global structural and technological changes in production, its computerization caused a significant change in the role of personnel. The personnel carrier as commodity-money relations in the process of formation, distribution and use of human resources is the main productive force in dealing with competitiveness, economic growth and productivity.
