Модель формування людського потенціалу запропоновано визначати в ході двоетапної декомпозиції чинників. Вимогою до першого етапу визначено встановлення переліку гіпотетичних чинників відтворення людського потенціалу. На другому етапі – встановлення моделі впливу чинників на нього. Проведено декомпозицію складових елементів формування людського потенціалу, де за критерієм стійкості виділено групи ментальних чинників, чинників зовнішнього середовища, освіти, охорони здоров'я, економіки, політики, ринку праці та непередбачуваних обставин.The author's approach to the interpretation of forming factors of the regional human potential has been proposed in the article. The model of the formation of human potential should be determined during the two-stage decomposition of factors. The first stage requires the determination of the list of hypothetical factors of reproduction of human potential. A decomposition of the constituent elements of the formation of human potential was carried out, where groups of mental and environment factors, education, healthcare, economy, politics, the labour market and unpredictable circumstances were determined by the criterion firmness. It is proposed to apply a two-level decomposition as an approach to the analysis, evaluation and research of elements and factors in the formation of human potential, where the first level requires the definition of their aggregate list, and the second - the development of a model of influence on the carrier of human potential and the relationship between them. Identifying the previous experience of the formation of the human potential of the industrial region, the list of hypothetical factors of the mental group has been determined and detailed, as well as systematized by groups of the environment, education influence, health care, political processes, economic development, functioning of the labour market and unforeseen circumstances. The influence of each of the proposed groups of factors has been substantiated.
