The analysis of existing approaches to the solution of this problem has been carried out. The scientific-methodological approach based on the use of comprehensive index technology is proposed. The calculating algorithm is presented in the form of a four-step procedure, which contains the definition of the initial set of data, their normalization, the calculation of the comprehensive index of financial security and results interpretation. The identification of financial security levels and the boundaries of the corresponding comprehensive index is carried out on the basis of analysis of the objects’ configuration in the two-scale space of partial composite indexes. It constructed by the division of the set of initial indicators using the its content characteristics. The grouping results are matched with similar results are obtained by cluster analysis and the method of the principal components. The article presents the practical implementation of the proposed calculation procedure. For this purpose, a training sample of banks and a set of initial indicators was formed. The obtained results allowed to determine the number of levels of financial security and their boundaries. The approaches of scientists for the solution of the given task are analyzed. An approach to the estimation of investment potential through block complex valuation technology is proposed. The database is divided into several groups of indicators by their content characteristics. A partial integral index is calculated for each group. The method of normalization of the raw data and the method of convolution of the indicators depend on the nature of the raw data. The resulting metric is calculated as a convolution of partial integral metrics. Practical testing of the proposed approach was carried out for the agricultural sector of the Ukrainian economy. The results of calculations of the integral index are analyzed in dynamics. Quite common tasks of such assessment are the ranking of regions and their grouping according to some generalized socio-economic development characteristics. The solution to these problems is complicated by the use of a set of indicators of non-numerical nature because traditional statistical methods are unsuitable for their processing. The paper considers the solution to the problem of constructing a consensus rank based on Kemeny's median. To solve the problem of grouping regions, an approach is proposed based on the picture of regions in the space of partial consensus rankings for economic and social development separately, with the subsequent detection of object stratification in this space. The practical implementation of the proposed approach according to partial rankings is given. A heuristic algorithm was used to construct Kemeny's median. The obtained grouping of the regions of Ukraine reproduced as a whole their order following the resulting consensus ranking. The impact of the COVID-19 pandemic on regional development and changes in the regional structure is considered. The authors propose the use of block convolution to design a comprehensive index based on a set of metric initial indicators that characterize the regions’ economic development. Grouping the set of initial indicators is carried out based on the method of an extreme grouping of parameters and the method of principal components. A weighted linear additive convolution was used to develop partial composite indices and an economic development comprehensive index. The practical approbation was carried out for the regions of Ukraine according to the data of 9 months of 2019 and the same period of 2020. To establish the regions’ structure, we used the division of the comprehensive index values into intervals and further distributing regions into classes according to the level of economic development. There is a general decrease in the value of the integrated indicator in 2020, caused by the impact of the COVID-19 pandemic. However, no significant changes in the structure of the regions were detected, which indicates an equally negative impact of the pandemic for all regions of UkraineДокумент The comprehensive evaluation of management decisions efficiency(2013) Hryhoruk, P.; Khrushch, N.The article presents an approach to the construction of the integral index of management decision efficiency. The concept of efficiency examines and defines the algorithm of the index construction that contains of five stages. The feature of the proposed approach is the simultaneous use of metric and non-metric partial criteria of efficiency. Here quantitative indicators were built on metric components, and non-metric components were used to refine weight coefficients. The paper also presents an approach to the interpretation of the results of an integrated evaluation of an alternative efficiency with the definition of the degree of decision acceptability, in which is substantiated the expediency of introducing a special coefficient into the construction procedure. At the same time, they are not so dependent on foreign markets, currency fluctuations, flexibly adapt to changing market conditions. Small and medium-sized businesses also play an important role in the domestic economy. They form a significant part of local budget revenues, ensuring the creation of new jobs; solving the problem of overcoming unemployment; provide support and development of the middle class in society; rapid adaptation to market changes, new circumstances. The COVID-19 pandemic has slowed down businesses of various sizes and types in various ways. Small and medium-sized enterprises operating in various sectors of the economy suffered the most. This study aims to examine the impact of the COVID-19 pandemic on the functioning of small and medium-sized enterprises and the change in regional structure in terms of their activities' indicators. We applied a research methodology with a critical review of the available publications for this sector of the economy. To solve the identified problem, we used the k-means clustering method, which is an iterative procedure for finding groupings of objects in the initial indicators’' space. As a result of the calculations, the regions of Ukraine were distributed among four clusters. We described each cluster. Studies have shown that in 2020 there were no significant changes in the cluster structure of regions. This leads to the conclusion that the impact of the pandemic is equally evident in all regions. Multidimensional statistical analysis methods, including comprehensive index assessment, have been successfully used to address this challenge, but they don't cover all aspects of development, leaving some gap in the development of multidimensional metrics. The purpose of the study is to construct a latent metric space based on the use of multidimensional scaling. Based on statistics showing the economic development of Ukrainian regions, two-dimensional space of latent scales was constructed and Ukrainian's regions were positioned in this space. The results were interpreted meaningfully.
