Анотація
У статті виділено етапи становлення та розвитку системи грошово-кредитного регулювання в Україні. Розглянуто сутність грошово-кредитної політики, яке подають вітчизняні та зарубіжні науковці. З’ясовано, що основною метою грошово-кредитної політики країни залишається забезпечення стабільності національної грошової одиниці. Визначено, що суб'єктами грошової-кредитно політики є національний банк та інші органи державного регулювання економіки, а об'єктами кредитно-грошової політики – грошовий ринок, ринок позичкових коштів та грошовий обіг. Установлено, що за ієрархією цілі грошово-кредитної політики поділяють на стратегічні, проміжні та тактичні. Досліджено інструменти та методи грошово-кредитної політики. Виокремлено чинники розвитку грошово-кредитної сфери України за сферами впливу: інституційно-правові; економічні; організаційні; соціально-психологічні; зовнішні. Визначено проблеми розвитку грошово-кредитної політики України. Запропоновано напрями розвитку грошово-кредитної політики України.
The article highlights the stages of formation and development of the monetary and credit regulation system in Ukraine. The essence of monetary policy presented by domestic and foreign scholars is considered. It is revealed that the main goal of monetary and monetary policy of the country is to ensure the stability of the national monetary unit, which is the basis for ensuring stable economic development, increasing the level of employment and increasing the incomes of the population. It is determined that the subject of monetary and credit policy is the national bank and other bodies of state regulation of the economy, and objects of monetary policy are the money market, the market of borrowed funds and money circulation. It is established that according to the hierarchy, the objectives of monetary policy are divided into strategic, intermediate and tactical. The tools and methods of monetary policy are investigated. The factors of development of the monetary and credit sphere of Ukraine according to the spheres of influence are distinguished: institutional and legal; economic; organizational; socio-psychological; external factors. It is argued that in Ukraine, in front of monetary policy, there is a fundamentally new task of monetary stimulation of economic growth: a clearer definition of the role, responsibilities and tasks of the NBU; effective allocation of cash resources; ensuring the transparency and purity of monetary processes; increasing the efficiency of the banking system in terms of long-term lending and investing in the production process, etc. The problems of development of monetary and credit policy of Ukraine are defined: reduction of GDP; instability of monetary policy; unplanned activity of the National Bank of Ukraine due to the solution of only current problems; unstable price policy; destabilization of the banking system. The directions of development of monetary and credit policy of Ukraine are proposed: introduction of monetary policy on the basis of inflation target - ing; providing a flexible exchange rate regime; a decrease in the value of money in the country; resume lending to the econo
