dc.description.abstractThe article examines the criteria for achieving economic security in the system of government procurement. The control of the sphere of state purchases is considered and its state is analyzed. The main weaknesses of the control and audit of the public procurement system are identified, and recommendations for their improvement are given. Until recently, the discrepancy in the system of government procurement in the country has become an obstacle to rational use of funds allocated by the state. The result was a significant reduction in the performance of public procurement, a large number of offences, loss of trust and transparent partnership. Important in the study of economic security in the procurement system is the issue of control. Since there are currently not sufficiently effective forms and methods of using the elements of audit and economic analysis while ensuring economic security in the field of public procurement. The scope of public procurement is a functionally oriented element of economic security, built into the mechanism of functioning of the budget sector of the economy, resource-economic and financial provision of public administration, education, culture and health care. At the same time, economic security in the field of public procurement is aimed at efficient and effective spending of budget funds, adhering to the required quality of supplied goods and services, maximizing the full use of competitive rules in selecting suppliers, and counteracting criminal and corrupt threats. Ensuring economic security in the field of public procurement means its development in accordance with the socially necessary needs of state institutions, economic norms and standards of security and spending of the relevant resources, established standards of quality and efficiency, and within the legal framework. The main criteria of economic security in the field of public procurement can be as follows: the ability of the public procurement market to function stably and provide national interests; the possibility of counteracting negative phenomena and offences in the field of public procurement; providing the necessary level of state regulation of the public procurement sphere in order to create conditions for the normal functioning of the socio-economic system of the country as a whole; increasing the effectiveness of monitoring the development of relations in the field of public procurement. Among the recommendations for strengthening anti-corruption measures during the implementation of public tenders, the following should be singled out. Firstly, to ensure an increase in the professional level of civil servants through the formation of the body of public procurement specialists in state authorities. Since the current low level of customers and burdensome business, conditions for participation in government auctions are not always clear to the authorities. Secondly, procedures for participation in public procurement should be considerably simplified, both in paper and in electronic procedures. Thirdly, despite the regulations, not all enterprises and tenderers are currently publishing on their web sites information on annual procurement plans, announcements of start of purchases, results reports, etc. Fourth, purchases of state, communal, state-owned enterprises should be open. It is proposed to prohibit participants of the conspiracy on state tenders to participate in public procurement within 1-2 years with their inclusion in the register of unscrupulous public procurement participants. Thus, in terms of economic security in the system of public procurement management, existing systems of auditing and control of the integrity, transparency and cost-effectiveness of the tendering procedure entail economic consequences for all parties.uk_UA
