dc.description.abstractУ статті проаналізовано трактування сутності дефініції «трансформація соціально-економічної системи» з позицій цільового, системного і процесного підходів і виділено дискусійні аспекти в їх співвіднесенні з терміном «безпечність». Подано авторське тлумачення терміну «безпечний розвиток» стосовно соціально-економічної системи» – як структурно-динамічного процесу перетворення системи у нову, більш ефективну соціально-економічну модель функціонування, за якого кардинальні (якісні) зміни у характеристиках, функціях і зв’язках між її структурними елементами не спричинять катастрофічної руйнації системи як цілісності і не призведуть до втрати її життєздатності. Окреслено особливості перебігу трансформаційних процесів в соціальноекономічних системах макро- і мікрорівнів і виділено ключові аспекти управління цими процесами з позицій підтримання прийнятного рівня безпечності. Розширено термінологічний апарат концепції управління змінами введенням термінів «трансформаційна інертність» і «трансформаційна інерційність», акцентовано на відмінностях між ними в частині, що стосується опору змінам та в контексті уможливлення підтримання системи в ході трансформацій в режимі динамічної рівноваги (недопущення втрати стійкості) та прискорення трансформаційного процесу. Співвіднесено теоретичні висновки із дослідженням перебігу реального стану трансформаційних процесів в Україні. Розглянуто організаційні та інституційні аспекти механізму інфорсменту та визначено ключові точки в його функціонуванні, які потребують вдосконалення для зменшення опору змінам і підвищення його дієвості в процесах трансформації. Сформовано рекомендації для поліпшення механізму інфорсменту, практична реалізація яких сприятиме підвищенню рівня керованості перебігом трансформаційних процесів і підтримання прийнятного рівня стійкості соціально-економічних систем в ході трансформацій.
dc.description.abstractThe article analyzes the interpretation of the essence of the definition "transformation of the socio-economic system" from the positions of target, system and process approaches and highlights controversial aspects in their correlation with the term "safety". The author's interpretation of the term "safe development" in relation to the socio-economic system is presented - as a structural and dynamic process of transforming the system into a new, more effective socio-economic model of functioning, during which cardinal (qualitative) changes in the characteristics, functions and connections between its structural elements will not cause a catastrophic destruction of the system as a whole and will not lead to the loss of its viability. The peculiarities of the course of transformational processes in socio-economic systems of the macro- and micro-levels are outlined, and the key aspects of managing these processes from the standpoint of maintaining an acceptable level of safety are highlighted. The terminological apparatus of the concept of change management was expanded by the introduction of the terms "transformational inertia" and "transformational inertia", the emphasis was placed on the differences between them in the part related to resistance to changes and in the context of enabling the system to be maintained during transformations in the mode of dynamic equilibrium (prevention of loss of stability) and acceleration transformational process. The theoretical conclusions are correlated with the study of the course of the real state of transformational processes in Ukraine. The organizational and institutional aspects of the information mechanism are considered and the key points in its functioning are identified, which need improvement in order to reduce resistance to changes and increase its еfectiveness in transformation processes. Recommendations for improving the enforcement mechanism have been formulated, the practical implementation of which will contribute to increasing the level of control over the course of transformational processes and maintaining an acceptable level of stability of socio-economic systems during transformations.
