Анотація
У статті розглянуто теоретично-організаційні та правові аспекти функціонування міжбюджетних відносин в Україні,
надано авторський підхід до упорядкування принципів та методів бюджетного регулювання, згідно з якими повинна
функціонувати сучасна система міжбюджетних відносин та забезпечувати бюджетне регулювання. На основі оцінки
вітчизняної практики та світових тенденцій міжбюджетного регулювання запропоновано можливі напрями його покращення
в сучасних економічних умовах розвитку України.
The aim of the research – to study the theoretical and legal basis for the functioning of inter-budgetary transfers and to assess the practice of their distribution as a tool of budgetary regulation in Ukraine. The article deals with the theoreticallyorganizational and legal aspects of the functioning of inter-budgetary relations in Ukraine, the author's approach to the normalization of the principles and methods of budget regulation, according to which the modern system of inter-budgetary relations and the budget regulation should be implemented, is presented. The analysis of the effective indicators of the distribution of inter-budgetary transfers is carried out and on this basis, the problem issues that need further research are identified. It is shown that the role of intergovernmental transfers is increasing due to the increase of their volumes. Thus, as a result on the basis of evaluation of domestic practice and world trends of inter-budgetary regulation, possible directions of its improvement in the current economic conditions of Ukraine's development are proposed.
