Анотація
У статті розглядається впровадження стратегічного планування в органах публічного управління на місцевому
рівні. Досліджено, що за допомогою стратегічного планування визначаються найважливіші проблеми і напрямки подальшого
розвитку території, що дає можливість здійснити ефективні дії щодо забезпечення належного рівня управління та вирішення
найголовніших завдань території. Визначено, що для обґрунтування вибору стратегії і прийняття певних рішень публічними
органами влади здійснюється планування економічного та соціального розвитку території. Проведено аналітичне
дослідження послідовності процесу розробки стратегії розвитку регіону, яке складається з п’яти етапів. Зроблено висновок,
що стратегічне планування в органах публічного управління на місцевому рівні полягає у формуванні і реалізації стратегії
соціально-економічного розвитку території на основі безперервного контролю і оцінки змін, що з нею відбуваються. Метою
такої системи дій виступає вироблення здатності територій займати конкурентні позиції стосовно інших територій-
конкурентів та забезпечити ефективне функціонування в умовах мінливого зовнішнього середовища.
The article deals with the implementation of strategic planning in local government bodies. It has been investigated that strategic planning identifies the most important problems and directions for the further development of the territory, which makes it possible to take effective actions to ensure the proper level of management and to solve the main tasks of the territory. It is determined that the planning of economic and social development of the territory is carried out to justify the choice of strategy and to make certain decisions by the public authorities. However, the uncoordinated actions of local government bodies lead to certain collapses that negatively affect key aspects of the implementation and implementation of socio-economic development programs. The legal and regulatory support of the programs of socio-economic development of the territories is analysed and the possible sources of their financing are identified. An analytical study of the sequence of the process of developing a regional development strategy, which consists of five stages, was carried out, namely: preliminary planning; assessment of socio-economic and environmental status of the territory; processing of the strategy, ie the strategic document; legalization of the Strategy; creation of institutional foundations for strategy implementation. Each of the stages includes a number of activities that ensure the organization of the Strategy development process. It is concluded that strategic planning in public administration bodies at the local level is to form and implement a strategy of socio-economic development of the territory on the basis of continuous control and evaluation of the changes that occur with it. The purpose of such a system of actions is to develop the ability of territories to occupy a competitive position with respect to other competing territories and to ensure effective functioning in a changing external environment.
