Анотація
В статті розглянуто сутність поняття «митна безпека», визначено об’єкт митної безпеки та основні складові
державної митної справи. Здійснено аналіз загроз митній безпеці держави та охарактеризовано етапи реалізації митної
безпеки. Визначено основні напрями забезпечення митної безпеки України.
In the article we discussed the essence of the concept of "customs security", analyzes the approaches of scientists to the interpretation of this definition. We investigated the object of customs security is determined and the composition of customs interests, the protection of which guarantees the customs security of Ukraine. We considered the concept of "state customs" and analyzed the threats to the customs security of the state. We characterized sources of threats to customs security: the spontaneity of natural processes and phenomena; accident; collision of conflicting interests; probabilistic nature of scientific and technological progress; impossibility of unambiguous knowledge of the object, incompleteness and unreliability of information about it; imbalance of the main components of the economic and managerial mechanisms of the customs service, which is confirmed by frequent reorganizations of the system. We investigated the main indicators, on the basis of which the assessment of the level of customs security is carried out. We defined the main stages of the implementation of customs security: development and approval of customs policy in the field of customs security; development of the system of customs regulation; implementation of the system of customs regulation and its monitoring. We researched areas of customs security: the fight against corruption in the work of customs authorities; development of a global network of customs; better coordination of border management; realization of the electronic concept of "Single Customs Window"; establishment of partnership relations between customs authorities and subjects of foreign economic activity; introduction of modern methods and procedures in the work of customs authorities; improving the professionalism and culture of customs services.
