Анотація
У статті досліджено процеси розвитку публічного управління в світі за сучасних умов. Визначено сутність
публічного управління, його характерні ознаки. Розглянуто сутність принципів публічного управління та інструменти їх
практичної реалізації у розвинених країнах та в Україні. Досліджено правове середовище реалізації базових принципів
публічного управління в Україні та практичні результати процесів децентралізації. Проаналізовано систему формування
електронних послуг, визначено мету створення центрів надання адміністративних послуг та центрів розвитку місцевого
самоврядування в Україні.
The purpose of the article was to consider the process of development of new public management abroad and in Ukraine. The essence of public management its characteristic features was determined. Principles of public management and tools for their practical implementation in developed countries and Ukraine were considered. It is determined that in the developed economies the process of transformation of public administration into a new model of public management is actively underway. The process is based on democratic principles, close cooperation between authorities and civil society in making operational and strategic decisions. The legal environment for the implementation of the basic principles of public management in Ukraine and the practical results of the decentralization process was investigated. The system for the formation of electronic services was analyzed. The intention to create centers for the provision of administrative services and local government development centers in Ukraine was determined. It is noted that the process of changing the system of public management in Ukraine is at an early stage and requires simultaneous, parallel and qualitative development of both the system of state governance and civil society in particular.
