dc.description.abstractВ статті розглянуто теоретичні засади бюджетного інвестування, визначено джерела формування державних інвестиційних ресурсів на регіональному рівні та напрямки їх використання. Зазначається, що бюджет розвитку місцевих бюджетів виступає головним інструментом державного фінансування інвестиційної діяльності муніципалітетів. У зв’язку з цим розглянуто проблеми його формування та витрачання фінансових ресурсів, досліджено законодавчі недосконалості щодо визначення місця бюджету розвитку у розрізі місцевого бюджету. Доведено, що надання місцевим органам влади повноважень щодо формування та фінансування інноваційних проектів зміцнить фінансову самостійність місцевого самоврядування. Визначено роль та значення бюджетних інвестицій в забезпеченні розвитку фінансової самостійності регіону.uk_UA
dc.description.abstractIn the article the theoretical principles of budgetary investments identified sources of public investment resources at the regional level and directions for their use. The largest share of local revenues constitute subventions from other budgets, revenue from the sale of property and land. It is noted that the budget of local budgets is the main instrument for public funding of investment activity of municipalities. In this regard, the problems of its formation and use of financial resources, legislative imperfections investigated to determine the place of the development budget in the context of the local budget. We have a need for modernization of the current process of formation of budget investments at the regional level, which is used today in the budget process. Proved that giving local authorities powers to the formation and funding of innovative projects will strengthen the financial independence of local government, promote social development of countries, regions and local communities and some reallocation of investment resources, through capital transfers to the population and economic entities. The role and importance of budget investments to ensure the financial independence of the region. The feature is the presence of regional investment legal functioning of such an important instrument as the development budget.uk_UA
