Анотація
Соціальну безпеку визначено як стан захищеності соціальних інтересів людини,
суб’єктів господарювання, суспільства і держави, який обумовлюється здатністю
враховувати вплив різноманітних зовнішніх і внутрішніх чинників, здатністю
нівелювання загроз соціальної напруженості, загроз стабільності у суспільстві (особливо
через систему превентивних заходів з недопущення загроз); та має забезпечуватися
системою соціального захисту і ефективним функціонуванням соціальних інститутів у
суспільстві.
Проаналізовано стан соціальної сфери в Україні. Висвітлено основні проблеми,
виклики та ризики в соціальній сфері, які свідчать про несформованість в Україні цілісної
концепції соціального захисту та ринку праці. Обгрунтовано шляхи покращення
характеристик стану соціальної сфери в Україні, що сприятиме забезпеченню соціальної
безпеки.
Social security is defined as a state of protection of social interests of a person, economic entities, society and the state, which is conditioned by the ability to take into account the influence of various external and internal factors, the ability to eliminate threats to social tensions, threats to stability in society (especially through the system of preventive measures for preventive measures); and it must be secured by the social protection system and the effective functioning of social institutions in society. The state of social sphere in Ukraine is analyzed. The main problems, challenges and risks in the social sphere, which testify to the lack of a comprehensive concept of social protection and the labor market in Ukraine, are highlighted. The ways of improving the characteristics of the social sphere in Ukraine, which will contribute to the provision of social security, are substantiated.
