Анотація
Дисертацію присвячено розробці теоретичних положень та обґрунтуванню науково-практичних рекомендацій щодо впровадження концепції «розумного міста» як інструмента інноваційного розвитку
територій для забезпечення сталого розвитку та підвищення якості життя населення.
В процесі систематизації наукових праць зарубіжних і вітчизняних науковців виділено три основні трактування поняття «розумне місто»: як сукупність технологій, як місце концентрації людського капіталу та як стійке місто. На основі аналізу генезису цієї концепції та синтезу наукових досліджень у цій сфері запропоновано трактувати розумне місто як інноваційну адміністративно-територіальну одиницю, що на основі всебічної цифровізації міського простору, впровадження ІКТ, інтеграції економіки знань, розумної мобільності та розумного життя забезпечує перманентний сталий соціо-еколого-економічний розвиток території шляхом використання інтегральних моделей спільного ухвалення рішень «е-урядування-бізнесгромадськість» та формує високий рівень життя містян.
The dissertation is devoted to the development of theoretical provisions and the substantiation of scientific and practical recommendations for the implementation of the concept of «smart city» as a tool for innovative development of territories to ensure sustainable development and improve the quality of life of the population at the local level. In the process of systematizing the scientific works of foreign and domestic scientists, three main interpretations of the concept of «smart city» were identified: as a set of technologies, as a place of concentration of human capital, and as a sustainable city. Based on the analysis of the genesis of this concept and the synthesis of scientific research in this area, it is proposed to interpret a smart city as an innovative administrative-territorial unit that, based on the comprehensive digitalization of urban space, the implementation of ICT, the integration of the knowledge economy, smart mobility and smart life, ensures permanent sustainable socio-ecological and economic development of the territory through the use of integrated models of joint decision-making «egovernment-business-society» and forms a high standard of living for citizens. Six components of a smart city have been identified: Smart Governance, Smart Economy, Smart Mobility, Smart Environment, Smart People and Smart Living. The definition of the «smart city ecosystem» is proposed as an integrated system that combines digital technologies, infrastructure, management processes and human capital, which form social interaction during the creation and use of organizational, political, economic, social, environmental and technological, information and communication digital innovations that determine the effectiveness of the process of creating value for existing and future consumers on the basis of sustainable development.
