Реалізація державної митної справи передбачає забезпечення балансу між регуляторним контролем і сприянням
міжнародній торгівлі, при цьому виникають митні ризики та ризики в управлінні митними органами, що у своїй сукупності
утворюють цілу систему, що є суттєвою перепоною на шляху до виконання державних функцій.
In the article and the problem of building a system of risk management in customs. The theoretical development of risk management in customs in the context of international experience and distinguish the basic tools and methods by which the practical application of risk management techniques. Risk management in customs can be strategic, operational or tactical, and risk management process can be used simultaneously for all data levels. Implementation of state customs provides for a balance between regulatory control and facilitate international trade, while there are risks and risks of customs in the management of the customs authorities that together form a system which is essential obstacle for the performance of public functions.
