Означено актуальність проведення освітніх реформ як необхідну передумову розвитку освітньої сфери. Проведено
порівняльний аналіз існуючих систем управління освітою в різних країнах світу. Визначено відмінності централізованої та
децентралізованої систем управління фінансово-господарською діяльністю вищих навчальних закладів та виділено переваги
децентралізації.
Author determined the relevance of educational reforms as a necessary precondition for development of the education sector. Social transformation of the early 90th associated with the formation and the formation of Ukrainian statehood, created the preconditions for reform of the system of higher education. Objective need for additional resources was caused by the failure of the state to fully ensure Universities necessary financial resources provided their activities in the market, and confirmed European tendencies to diversify sources of financing higher education. A comparative analysis of existing systems management education around the world. Detected differences centralized and decentralized management of financial and economic activities of higher education institutions. Advantages of decentralization, including the independence of the entity, which allows to respond to changes taking place in the modern economy and society; support initiatives of higher education institutions in finding ways to optimize activities; simplification of decision-making on the basis of relevant information, depending on the particular situation; promote competition between higher education institutions.
