Анотація
Досліджено становлення законодавчої бази регулювання міграційних процесів в Україні. Виділено основні
проблеми становлення міграційної політики в контексті її значення для розвитку людського потенціалу України.
Визначено ряд заходів у напрямі розробки комплексної міграційної політики, що сприяла б ефективному
перерозподілу людського потенціалу задля підвищення конкурентоспроможності національної економіки.
The aim of the research is to study the major problems of formation of migration policy in Ukraine. In this framework, the basic laws governing the migration relationship are codified. The modern shaping migration policy towards Ukraine's integration into the EU, involving mutually beneficial human capacity redistribution between countries, is researched. Legal migration flows facilitate the exchange of knowledge, ideas, experiences, and access to countries labor markets, i.e. the efficient use of human capacity and its accumulation by both parties. Enhancement of human capacity is the key to the growth of competition, and hence the rise in living standards. The approximation quality of life to the level of EU is a priority requirement for the integration to the association. The main obstacle to Ukraine and the EU human contacts is currently asymmetric visa regime between the two parties. The Action Plan on the liberalization of the EU visa regime for Ukraine could be the impetus to improve governance of migration flows, but despite the obvious progress in the field of human capacity migration redistribution, regulation of migration in Ukraine continues to be characterized by a number of gaps. The main problem of legal regulation of migration processes in Ukraine is that it is based on the regulations of various publishers and validity. Thus, the development of special complex of measures in the migration legislation that would ensure the creation of conditions for the formation and accumulation of human capacity through migration redistribution is suggested.
