Анотація
У статті розглядається роль індустріальних парків як
інструменту забезпечення інвестиційної безпеки та стимулювання відновлення
економіки регіону. Особлива увага приділяється трансформації традиційних
індустріальних парків у еко-індустріальні, що дозволяє формувати комплексну
економічно-екологічну екосистему розвитку, яка інтегрує економічні, екологічні
та соціальні аспекти та сприяє стійкому розвитку регіонів.
У статті здійснено огляд українського досвіду функціонування індуст-
ріальних парків та вільних економічних зон, що дозволяє виділити ключові
чинники їх ефективності: стабільну нормативно-правову базу, прозорі правила
гри, професійне управління, розвинену інфраструктуру, кадрове забезпечення,
високий рівень безпеки та інтеграцію у міжнародні економічні зв’язки. Акцент
зроблено на значенні промислового симбіозу та принципів циркулярної еконо-
міки, які сприяють підвищенню ресурсоефективності та інтеграції екологічних
стандартів у виробничі процеси.
Підкреслено стратегічну роль державної політики у підтримці індустріаль-
них та еко-індустріальних майданчиків. До пріоритетних напрямів належать
удосконалення законодавства, фінансові стимули та податкові пільги, розвиток
інфраструктури, підготовка кваліфікованих кадрів, запровадження цифрових
платформ для моніторингу потоків відходів та активізація державно-приватного
партнерства. Такий підхід сприяє створенню стійкої інвестиційної екосистеми,
підвищує довіру інвесторів та залучення внутрішніх і зовнішніх інвестицій
The article examines the role of industrial parks as a tool for ensuring investment security and stimulating regional economic recovery. Particular attention is paid to the transformation of traditional industrial parks into eco-industrial parks, which enables the formation of an integrated economic and ecological ecosystem that combines economic, environmental, and social aspects and contributes to sustainable regional development. The article provides an overview of the Ukrainian experience in the operation of industrial parks and free economic zones, highlighting key factors influencing their effectiveness: a stable legal and regulatory framework, transparent rules of the game, professional management, developed infrastructure, qualified workforce, high level of security, and integration into international economic networks. Emphasis is placed on the importance of industrial symbiosis and circular economy principles, which enhance resource efficiency and integrate environmental standards into production processes. The strategic role of state policy in supporting industrial and eco-industrial sites is emphasized. Priority areas include legislative improvement, financial incentives and tax benefits, infrastructure development, workforce training, implementation of digital platforms for monitoring waste flows, and strengthening public-private partnerships. This approach contributes to the creation of a stable investment ecosystem, increases investor confidence, and attracts both domestic and foreign investments.
