Анотація
У дисертаційний роботі узагальнено теоретичні положення, методичні та практичні аспекти щодо розвитку та покращення демографічних процесів в Україні на основі подальшого формування та вдосконалення системи їх регулювання.
Проведено теоретичне узагальнення й розроблено новий підхід до комплексного розв’язання науково-практичного завдання щодо ефективного регулювання демографічних процесів. За результатами дослідження наукових підходів вітчизняних та зарубіжних авторів, які вивчали проблематику розвитку та регулювання демографічної сфери, стало можливим удосконалення тлумачення соціально-економічної, культурної та правової сутності поняття «демографічні процеси» з точки зору їх регулювання.
Виокремлено основні сутнісні характеристики та методи, за якими реалізується державне регулювання демографічних процесів. Розглянуто важелі та фактори впливу на їх розвиток, ґрунтуючись на дослідженнях вітчизняних та іноземних науковців і використанні системного підходу.
Демографічні процеси, як і будь-яка система, мають свою структуру, яка складається із сукупності елементів, що володіють певними атрибутами та властивостями, які взаємодіють між собою, впливають на загальний розвиток системи та розвиток окремого елемента, кожний з яких, в свою чергу, має низку певних функцій. Така демографічна система містить властивості та функції кожного елемента, взаємодія яких веде до появи їх нових властивостей.
Зазначена система прагне до стабільності розвитку, рівноваги, гармонійної взаємодії із структурними елементами, зменшення впливу зовнішнього
середовища, що передбачає адаптацію з метою збереження оптимального стану при зміні зовнішніх умов.
В разі втрати рівноваги, початку кризи чи конфлікту, система намагається її відновити, переходячи таким чином у процес трансформації демографічних процесів і передбачає в основному якісні зрушення в її структурі, у взаємозв’язках її елементів, що в кінцевому рахунку приводить до зміни її стану і форм функціонування. Станом на сьогодні демографічна сфера країни має кризові ознаки розвитку, які прямо відображаються як на природному, так і на механічному русі населення. Виходом з кризи може стати комплексна система взаємодіючих політичних, правових, соціально-економічних та культурно-інформаційних методів та інструментів, якими оперує держава, шляхом управління ними на основі демографічної політики, яка базується на реалізації стратегічних, тактичних та оперативних цілей для створення умов, що сприяють досягненню структурного покращення та загального розвитку системи демографічних процесів в існуючих внутрішніх і зовнішньополітичних умовах.
У сучасному глобалізаційно-постіндустріальному вимірі світової економічної структури, де в процесі виробництва матеріальних та духовних благ, такі якісні та кількісні характеристики населення як людський капітал та трудовий потенціал, починають відігравати ключову роль, саме створення умов для покращення демографічних і соціально-економічних процесів життєдіяльності населення виходить на передній план. Саме ж питання формування трудових ресурсів та людського капіталу є демографічною базою економічного розвитку.
Задля ефективного регулювання демографічних процесів в якості головного інструмента розглядається демографічна, міграційна та соціально-демографічна політика країни, головною метою якої має бути забезпечення належного рівня життя населення, що повинно мати вираження в отриманні відповідної кількості соціальних благ та послуг. Саме ці важелі є міцним підґрунтям для покращення демографічних процесів.
Однак, варто відмітити, що регулювання демографічних процесів лише соціально-економічними методами є не зовсім вдалим підходом, оскільки не
завжди носить довготривалий ефект, лише комплексний підхід з використанням політично-правових ініціатив та культурно-інформаційних методів сприятиме забезпеченню та покращенню демографічної ситуації.
У дисертаційній роботі удосконалено науково-методичні підходи до аналізу, моделювання та прогнозування демографічних процесів в Україні, які відрізняються від існуючих підходів тим, що ґрунтуються на використанні математичних методів когнітивного та регресійного моделювання. Доцільно відмітити, що позитивним аспектом застосування на практиці даних методів є можливість, на основі використання демографічних аналітичних характеристик, комплексно оцінити демографічні процеси та за результатами аналітичної оцінки прийняти зважені управлінські рішення щодо напрямів регулювання демографічних процесів в Україні.
У дисертаційній роботі запропоновано систему забезпечення управління та регулювання демографічних процесів, в якій має місце функціонально-організаційна взаємодія її основних складових, таких як: політично-правова, соціально-економічна, екологічна, зовнішньополітична та інших факторів впливу як зовнішнього, так і внутрішнього середовищ, з метою управління та регулювання демографічних процесів, нівелювання негативного впливу факторів та їх наслідків з одного боку, та забезпечення умов для покращення впливу складових на розвиток системи демографічних процесів, який би з сприяв забезпеченню реалізації головних державних цілей стосовно розвитку демографічних процесів, – з іншого.
Тому, на нашу думку, при розробці методичних підходів до оцінки структури системи регулювання демографічних процесів слід звернути увагу на систему стратегічного планування їх розвитку та визначення головних сценаріїв її розвитку, беручи до уваги існуючі фактори як внутрішнього, так і зовнішнього впливу, що, на відміну від інших, дає можливість оцінити поточний стан розвитку демографічних процесів та визначити основні точки впливу для покращення ситуації, що дозволить державній демографічній політиці забезпечити розвиток та подальшу стабільність демографічних процесів.
У дисертаційній роботі обґрунтовано й сформульовано принципово нову концептуальну когнітивну модель системи забезпечення регулювання демографічних процесів, основою для якої слугують принципи та критерії, що направлені на реалізацію комплексного підходу та фокусування державної політики розвитку та регулювання демографічних процесів в умовах трансформаційних змін в Україні. Дана модель демонструє слабкі сторони державної політики та сфери життя населення, які є найбільш чутливими до змін, та дозволяє сформувати належні умови для розвитку демографічної системи з використанням запропонованої системи регулювання демографічних процесів.
За допомогою комплексного підходу щодо аналізу демографічних процесів, на основі систематизації демографічних показників та їх подальшого розподілу з використанням методу ранжування та кластеризації, стає можливим проводити швидку та точну оцінку стану розвитку демографічних процесів як на регіональному, так і державному рівнях та забезпечувати методично-наукове запровадження диференційованої політики держави в сфері регулювання демографічних процесів.
Крім того, функціональна модель системи демографічних процесів та її структурна будова, на відміну від інших, поєднує якісні та кількісні показники розвитку демографічної системи та її елементів, структурно-функціональні зв’язки між ними, а також реакцію системи на вплив внутрішніх та зовнішніх факторів, які визначають розвиток даної демографічної системи.
The Thesis generalizes theoretical provisions, methodological and practical aspects regarding the development and improvement of demographic processes in Ukraine on the basis of further formation and improvement of the system of their regulation. The theoretical generalization has been carried out and a new approach to the complex solution of a significant scientific and practical problem concerning the formation and improvement of the system of regulation of demographic processes has been developed. According to the results of scientific research approaches of domestic and foreign authors, who studied the problems of development and regulation of demographic sphere, it became possible to improve the interpretation of socio-economic cultural and legal essence of the concept of "demographic processes" in terms of using the system of their regulation. The main essential characteristics and methods by which the system of state regulation of demographic processes is being implemented were singled out. Levers and factors of influence on their development were considered, based on researches of domestic and foreign scientists and the use of a systematic approach. Demographic processes, like any other system, have their own structure, which consists of a set of elements that have their own attributes and properties, interact with each other, affect the overall development of the system and the development of each element, while having a number of separate functions. Such a system contains the properties and functions of each element. The interaction of all elements of such a demographic system leads to the emergence of new element properties. This system strives for stability, balance and reduction of the influence of the external environment, that is, it strives for the stability of its development and for a harmonious interaction with its structural elements as well as with the external environment. In case of the balance loss, the emerging of crisis or conflict, the system tries to restore it, thus going into the process of transformation of demographic processes and foresees mainly qualitative changes in its structure, in the interrelations of its elements, which ultimately leads to change of its state and forms of functioning. As of today, the demographic sphere of the country has crisis signs of development that are directly reflected in both natural and mechanical movement of the population. A way out of the crisis can be a comprehensive system of interacting political, legal, socio-economic and cultural-information methods and instruments that the state operates by managing them on the basis of demographic policy, based on the implementation of strategic, tactical and operational goals to create conditions conducive to achieve structural improvement and overall development of the system of demographic processes in the existing domestic and foreign policy conditions. In the modern globalization-post-industrial dimension of the world economic structure, where in the process of material and spiritual goods production, such qualitative and quantitative characteristics of the population as human capital and labor potential are playing a key role, namely creating the conditions for improving the demographic and socio-economic processes of life becomes vital. The very question of the labor and human capital formation is the demographic basis of economic development. The demographic, migration and social policies of the country all together are considered to have a crucial role in effective regulation of demographic processes, the main purpose of which is to ensure a decent standard of living for the population, which should be reflected in the receipt of an adequate amount of social goods and services. These levers from a solid foundation for improving demographic processes in Ukraine. However, it should be noted that the regulation of demographic processes using only socio-economic methods is not ideal approach, since it does not always have a long-lasting effect, only a comprehensive and sophisticated approach using political-legal initiatives and cultural-information methods can help to secure and improve the demographic situation. The Thesis includes improved the scientific and methodological approaches to the analysis, modeling and forecasting of demographic processes in Ukraine, which differ from the existing approaches as they are based on the use of mathematical methods of cognitive and regression modeling. It is worth noting that the positive aspect of the application of these methods in practice is the ability to comprehensively evaluate the demographic processes on the basis of the use of demographic analytical characteristics and ability to make the right management decisions regarding the regulation of demographic processes in Ukraine. The Thesis proposes a system for providing management, maintenance and regulation of demographic processes where functional and organizational interaction of its main components, such as political, legal, socio-economic, environmental, foreign policy and other factors of influence both from external and internal environment, with the aim of management and regulation of demographic processes, offsetting the negative impact of factors and their consequences on the one hand, and providing the conditions to improve the impact of components on development of the system of demographic processes that would contribute to the achievement of the main State goals for the development of demographic processes. Therefore, in our opinion, when developing methodological approaches to assessing the structure of the regulating system of demographic processes, we should pay attention to the system of strategic planning and determine the main scenarios of its development, taking into account existing factors as internal and external influence, that unlike other gives an opportunity to assess the current state of demographic development and identify the main points of influence to improve the situation, which can allow the State demographic policy to ensure the development and further stability of demographic processes. The Thesis substantiates and formulates a fundamentally new conceptual cognitive model of the system of ensuring the regulation of demographic processes, which is based on the principles and criteria aimed at implementing a comprehensive approach and focusing the state policy of development and regulation of demographic processes in the context of transformational changes in Ukraine. This model demonstrates the weaknesses of public policy and the spheres of life of the population that are most sensitive to change and allows the creation of proper conditions for the development of the demographic system through the use of the proposed regulating system of demographic processes. Having used a comprehensive approach to the analysis of demographic processes, based on the systematization of demographic indicators and their subsequent distribution using the method of ranking and clustering, it is possible to conduct a rapid and accurate assessment of the development of demographic processes at both regional and national levels and provide methodological and scientific implementation of State differentiated policy in the field of regulation of demographic processes. In addition, the functional model of the system of demographic processes and its structural model, which unlike others, combines both qualitative and quantitative indicators of the development of the demographic system and its elements, structural and functional relationships between them, as well as the system's response to the influence of internal and external factors that determine the development of this demographic system.
