dc.description.abstractУ статті розглянуто особливості впливу державного управління на економічну безпеку України в умовах «цифровізації» суспільства. Підкреслено, що за умов війни економічна безпека набуває стратегічного значення, а методи, інструменти та підходи до управління трансформуються під впливом цифровізації, що дозволяє оперативніше реалізовувати необхідні інституційні зміни та потребує оперування значним обсягом актуальної аналітичної інформації. Метою статті визначено встановлення основних тенденцій соціально-економічного розвитку України та ідентифікацію впливу державного управління на її економічну безпеку. У викладі основного матеріалу узагальнено глобальні шоки останнього десятиліття (пандемія COVID-19, війна в Україні, торгівельно-технологічне протистояння США та Китаю, Brexit, енергетична й інфляційні кризи) та їх вплив на економічні процеси й інституційні трансформації. На основі DHL Global Connectedness Report проаналізовано динаміку глобального індексу зв’язаності DHL і його компонентів (торгівля, капітал, інформація, люди), що свідчить про відсутність загального тренду до де-глобалізації та про перехід до режиму високого, але структурно мінливого рівня зв’язаності. Висвітлено динаміку світових індексів невизначеності (WUI, WPUI, WTUI) та зроблено акцент на ускладненні зовнішнього контуру для України. Показано інституційне закріплення розриву двосторонніх економічних зв’язків України з рф через запровадження повної заборони імпорту та експорту товарів. Проаналізовано зростання державного та гарантованого державою боргу України, а також динаміку споживчих цін у порівнянні з групами країн. Оцінено цифрову спроможність державного управління за індексом е-урядування EGDI (2003–2024 рр.) і підіндексами онлайн-послуг, телекомунікаційної інфраструктури та людського капіталу; зафіксовано результативність за складовими сервісів і інфраструктури та обмежувальну роль людського капіталу. У висновках підкреслено високу чутливість національної економіки до геополітичних ризиків і значущий вплив держави на економічну безпеку макро-, мезо- та мікрорівня, а також необхідність подальших досліджень специфіки такого впливу.
dc.description.abstractThe article examines the specific features of the influence of public administration on Ukraine’s economic security in the context of the “digitalization” of society. It is emphasized that under wartime conditions economic security acquires strategic importance, while methods, instruments, and approaches to governance are transformed under the impact of digitalization, which enables faster implementation of the necessary institutional changes and requires operating with a significant volume of relevant analytical information. The purpose of the article is defined as identifying the main trends of Ukraine’s socio-economic development and determining the impact of public administration on its economic security. In presenting the main material, the paper summarizes major global shocks of the last decade (the COVID-19 pandemic, the war in Ukraine, the U.S.–China trade and technological confrontation, Brexit, and the energy and inflation crises) and their influence on economic processes and institutional transformations. Based on the DHL Global Connectedness Report, the dynamics of the DHL Global Connectedness Index and its components (trade, capital, information, and people) are analyzed, indicating the absence of an overall de-globalization trend and a transition to a regime of high but structurally changing connectedness. The dynamics of global uncertainty indices (WUI, WPUI, WTUI) are also highlighted, with emphasis on the increasing complexity of the external environment for Ukraine. The article shows the institutional consolidation of the disruption of Ukraine’s bilateral economic ties with the russian federation through the introduction of a complete ban on imports and exports of goods. The growth of Ukraine’s state and stateguaranteed debt as well as consumer price dynamics in comparison with groups of countries are analyzed. The digital capacity of public administration is assessed using the E-Government Development Index (EGDI) for 2003–2024 and the sub-indices of online services, telecommunication infrastructure, and human capital; effectiveness is recorded for services and infrastructure, while the constraining role of human capital is noted. The conclusions emphasize the high sensitivity of the national economy to geopolitical risks and the significant influence of the state on economic security at the macro-, meso-, and micro-levels, as well as the need for further research into the specifics of such influence.
