Анотація
На сучасному етапі людський капітал відіграє одну з провідних ролей у забезпеченні економічного зростання. Інтенсифікація інноваційних процесів, широке розповсюдження інформаційних технологій, інтелектуалізація праці тощо призводять до трансформації змісту і структури людського капіталу, вносять корективи в процес його формування, накопичення та використання, змінюють характер впливу активів людського капіталу на соціально-економічний розвиток.
На сьогодні в Україні існує багато проблем як у сфері формування інноваційно орієнтованого людського капіталу, так і у сфері його використання, що визначає необхідність пошуку шляхів результативного управління даними процесами з метою забезпечення збалансованого розвитку факторів виробництва в контексті становлення в країні інноваційної економіки.
У сучасних умовах стабільність розвитку національної економіки залежить від рівня людського капіталу. Сьогодні саме людина з відповідною освітою, кваліфікаційним рівнем, навичками та досвідом має забезпечувати необхідні інноваційні перетворення в країні. Не викликає сумніву, що економічне зростання в Україні не вбачається можливим без належного інвестування сфери формування людського капіталу, тобто таких галузей як освіта, наука, охорона здоров’я.
Ефективність використання людського капіталу є однією з найскладніших соціально-економічних проблем в Україні та супроводжується кризовими явищами в наслідок недостатнього фінансування соціальної сфери.
У статті досліджено проблематичні аспекти розвитку людського капіталу. Окреслено роль освіти в його розвитку. Проаналізовано місце України у світових рейтингах, що характеризують стан людського капіталу. В результаті дослідження визначено розвиток людського капіталу стратегічною метою формування сучасної інноваційної економіки.
Human capital plays a leading role in ensuring economic growth at the present stage. The intensification of innovation processes, the widespread dissemination of information technologies, the intellectualization of labor, etc. lead to a transformation of the content and structure of human capital, make adjustments in the process of its formation, accumulation and use, change the nature of the impact of human capital assets on socio-economic development. Today in Ukraine, there are many problems both in the sphere of the formation of innovative human capital and in the sphere of its use. It`s determine the need to find ways to efficiently manage these processes in order to ensure a balanced development of factors of production in the context of the formation of an innovative economy in the country. In modern conditions, the stability of the development of the national economy depends on the level of human capital. Today, the person with the appropriate education, qualification level, skills and experience should provide the necessary innovations in the country. There is no doubt that economic growth in Ukraine is not possible without proper investment in the sphere of human capital formation, such branches as education, science, health care. The efficiency of human capital is one of the most difficult social and economic problems in Ukraine and is accompanied by crisis phenomena because of insufficient financing of the social sphere. This article explores the problematic aspects of human capital. There is outlined the role of education in its development. Analysis of Ukraine's place in the world rankings that characterize the state of human capital. As a result of the research, the development of human capital is defined as a strategic goal of the formation of a modern innovation economy.
