Анотація
Розглянуто сутність фінансового планування та його основних методів. Наведено механізм форму-
вання бюджетних програм та визначено основних його учасників. Проведено аналіз динаміки виконання
планів щодо використання регіональних фінансових ресурсів.
Abstrac – The principle of financial planning and its key techniques has been considered in in the article. Mechanism of budget programs has been shown. Its main participants has been identified. Despite improvements in financial planning at the regional level, there is a series of tasks to allow more effectively carry out financial planning at the local level. The dynamics of implementation plans for the use of regional funds have been analyzed. Conclude that the reduction of budget programs in 2012 and the subsequent need to improve program budgeting in the budget process due to the need to optimize the system of local government, eliminate duplication of powers and increasing their quality control.
