Анотація
У статті розглянуто еволюцію інтеграції соціальних політик країн ЄС. Акцентовано увагу на провідних напрямах
сучасної соціальної політики Європейського Союзу. Визначено основні сфери забезпечення конкурентоспроможності
людського потенціалу ЄС відповідно до його складових. Сформульовано головні шляхи підтримання конкурентних переваг
людського потенціалу країн ЄС.
The aim of the article is to study the formation of EU social policy and its role in ensuring the competitiveness of human potential. Integration of EU social policies is characterized by a slow start and subsequent rapid development. In the early stages of European integration, social policy consisted mainly in trying to ensure the free movement of workers within the common economic space for effective realization of their human potential. Later two main directions of providing human development of the EU, such as employment and social protection were deduced. With the historical development of the European Union the awareness strengthened that social progress can be achieved only as a result of partnership cooperation within the Community: between the European institutions, Member States, social partners and individual citizens. Application of the principle of subsidiarity when the set goals can only be achieved at Union level because of the scale or the necessary efficiency helps to resolve social problems in the integration process. To maintain the stability of Community social systems an open method of coordination was developed based on shared goals and policy indicators of human development. Coordination of demographic, social and educational policies with certain areas of regulation that increase individual components of human development, aims at improving the competitiveness of human potential in comparison with other countries, taking into account specific regional characteristics of demographic and socioeconomic development.
