В роботі проаналізовано європейський досвід розробки та впровадження інструментів забезпечення безпеки в
сфері міжнародної торгівлі. Узагальнено підходи розвинутих країн світу до розробки та впровадження інформаційних систем
контролю за рухом товарів та транспортних засобів через митний кордон. Визначено особливості застосування в
Європейському Союзі Системи контролю імпорту (ICS), Системи контролю експорту (ECS) та Системи обміну даних про
транзит (NCTS). Проаналізовано підходи до розуміння таких понять: «спрощена ввізна декларація»; «спрощена вивізна
декларація»
In research analyzed the European experience in developing and implementing safety tools in international trade. Generalized approaches developed countries on the development and implementation of information systems control the movement of goods and vehicles through the customs border. The features of the application in the European Union Import Control Systems (ICS), the Export control systems (ECS) systems and New Customs Transit System (NCTS). The approaches to the understanding of such concepts as: «entry summary declaration» – the act whereby a person informs the customs authorities, in the prescribed form and manner and within a specific time-limit, that goods are to be brought into the customs territory of the Union; «exit summary declaration» –the act whereby a person informs the customs authorities, in the prescribed form and manner and within a specific time-limit, that goods are to be taken out of the customs territory of the Union.
