Анотація
Проаналізовано особливості оцінювання ефективності функціонування вищих навчальних закладів в
межах традиційно застосовуваних підходів. Наведено аргументи з приводу можливості модернізації існуючих
підходів оцінки ефективності роботи сучасних університетів. Запропоновано використовувати ієрархічну
багаторівневу структуру оцінювання інтегрального ефекту на основі розрахунку середньозваженого показника, в
якому на основі критеріїв пріоритетності реалізації функцій навчального закладу визначається коефіцієнт ваги
кожного рівня. Вказано на необхідність виключення подвійного рахунку джерел генерування вторинних ефектів
та показників подвійного трактування. Встановлено необхідність вироблення чітких критеріїв класифікації
джерел генерування ефективності для формалізації та практичного застосування плановими та економічними
службами університетів.
The peculiarities of evaluation the performance of higher education institutions within the traditionally used approaches are analyzed in the article. The possibility of upgrading the existing approaches to the evaluation of modern universities’ performance is argued. The author proposes to use the hierarchical multilevel structure of evaluation the integral effect based on the calculation of weighted average, in which the weight coefficient of each level is determined on the base of the prioritization criteria of functions implementation by educational institution. The necessity of excluding double counting of secondary effects generating sources and indexes of double representation is pointed out. The necessity of formulation of clear criteria for the classification of performance generating sources for the formalization and practical application by planning and economic departments of universities is specified in the article.
